Annotation. The article is devoted to the activity of one of the infl uential and mighty feudal proprietors of the
North-Eastern Caucasus of the end of the XVIII-th – Avar ruler Umma-Khan (the Just). On the basis of reliable sources
the author undertook an attempt of an objective research of the most signifi cant problems of mutual relations of the Avar
khanate and Russia in the period of the rule of Umma-Khan.
Method. The research is based on the latest achievements of home methodology in the area of historical research,
in particular on the new approaches of criticism and interpretation of historical sources.
At the end the XVIII-th century as a result of the brilliant foreign-policy activity of Catherine II in the Black
sea area and as well as the joining of the Crimea and Kuban, the issue concerning the Caucasian direction, in particular
the “Georgian question”, was put on the agenda. The signing of the Georgievskyi treatise 1783 led the feudal rulers of
Dagestan and Azerbaijan to the problem of lining up relationships with Russia. The Russian authorities tried to fi nd a
compromise decision, taking them on service, but at the same time they gave strict directions to carry out their own
initiative about citizenship. The same policy was conducted in regard to Avar ruler Umma-Khan, who made a decision
to accept the citizenship of Russia at the end of his rule as a result of long hesitation.
