Role of Programmno-Target Management Methods in Realisation of Potential of Regions of Azerbaijan

This article is devoted to the study of program-target methods of the realization of the potential of economic regions of Azerbaijan. Government programs on the regional development of 2004–2008 and 2009–2013, are considered as factors of the sustainable development of the national economy through its diversification and accelerated growth of non-oil sector. Article purpose is definition of a role of programs of the regions of Azerbaijan accepted for development in ultimate goal achievement – a country sustainable development. Using materials on national economy of Azerbaijan in article a task in view of revealing of the negative moments in country development, elimination of these negatives by means of regional programs and to define prime actions which it is necessary to realise for more effective and rational management of development of regions of Azerbaijan.
