The policy of the Central and regional authorities to attract dispersed ethnic groups (national minorities) in local authorities is consideredon the example of the Armenian population of the Northern Caucasus. According to the author, the positive experience of the 1920s, in view of the new political model established in the country, can be used on the modern stage
